Backup Plan(Should our current IRC network die) suggestions

If people want to make a case for a given server, here's what it needs to have
- At least some roleplaying presence on the server
- A healthy infrastructure (IE: more than one server, ideally more than one hub)
- Chanserv and Nickserv (not all IRC servers have that)
