What should we do with fserve people

We all know them. They come into our channel, and fail to have any courtesy to read the topic so they can realize that this is not some channel used strictly for files, as they all seem to think.
Should I create a script that kicks when anyone does !list ? If so, please state what you would like to see as the kick message.
Once everyone has voted, if there is more 'yes' than 'no', then I shall look at the proposed messages and create another poll for their selection.
